Of course I can't be really certain that the disks are not spinning, but the
first time I invoked

     sdparm --command=stop /dev/sdd

it used 25 seconds of real time, thereafter 0.025 seconds of real time. So I'm
guessing that the first time it waited for the disk to really slow down.
