Something like a year or so ago, I read what seemed at the time a
plausible-sounding legal argument about something that bars such
refusals -- legalese or not.  However, (1) I didn't take the opportunity
to vet that assertion, and (2) unfortunately, I can't remember what it
was, sorry.
