It's not on my debian system either - and I don't remember a time when
doing a right click mouse on a kde desktop brought up a menu that
included a terminal app. Mine has "create new, run command, paste
clipboard" plus a few others.
One thing to do is to do an alt-f2 whenever you need a terminal - and
type in konsole or some other terminal program when you need it. But
that's tedious when you can just go ahead and run terminal from the
panel at the bottom of the screen, which is how I do it.
Unless kubuntu broke something, and I can't confirm if the menu entry
is removed, because I don't run kubuntu here, you should be able to
get a terminal button on your panel menu by:
right-click mouse on the panel
select Add Application to Panel
Select Utilities
Select Terminal
That should do it. If the "terminal" menu entry is missing from the
Utilities menu then there really is something wrong.
