It's not inexplicable, and it's not failing.  It's lately been just very
badly administered, and somebody inept keeps trying to monkey with it.

And please do tell us who those "volunteer teams" are.  I assume you are
not referring to the team that walked out en-masse when we found out,
among other things, that you'd unilaterally diverted a key server we
were relying on to a secret project in a member's house and refused to 
explain.
