If I recall correctly, cdrecord works best if it can grab ahold of higher
process priority than it normally could as a user-owned process, and
therefore a recommendation comes up that suggest it get chmod'd so that
it gets superuser privileges (aka "runs as root"), even when normal users
run the app.
I think Debian does not do this by default, so when I run k3b, it notices
the permission levels (it's not chmod'ed "+s"), and asks if it's okay to
set it for you. KDE's GUI su interface pops up to ask for the superuser
password (much like a Mac OS X box would ask for your user password when you
go to install something; assuming your user is set up with those kind of
priveleges... I'm admittedly unsure of what it does when a non-administrator
user tries to do, say, a system upgrade).
