"Practically all" is incorrect, Rick.

The GNU and Debian lists get by without this requirement (anyone can mail
to the gcc development list or debian-devel, for example).  The lists have
good (not perfect, but quite good) spam filtering to keep the problems
under control.  No moderator required.
