The amazing bash-completion package, when used in conjunction with
ssh-agent, will actually provide something very close to this.
Tab-complete a target on a remote host that your ssh-agent holds the
necessary keys to log into, and the bash completion function will
actually connect to the remote host long enough to fetch useful
completion data. It's spookily cool.
