I believe KDE's FISH protocol interface does this.
(e.g., if I type "fish://nbs@shell.sonic.net/home/n/nbs/", as I start
typing file/directory names, the [Tab] key and a pulldown allows allows
for various autocompletions, just like KDE does for local files.)

That's not command-line, though, so this doesn't help GUIophobes and
CLIophiles.
