There already is an Object-Oriented OS. It's called Plan9.
I don't see a valid reason to redesign Linux kernel as whole
in this manner. By "this manner" I mean running it as separate
project, disconnected from main kernel development process.
Of course - getting rid of global variables is considered to
be Good Thing (TM), so the approach to take in this case,
is start sending patches (one by one, each doing one small
thing) upstream, and see how they are accepted.
