IME, the windows client should already know which port to connect to.
And the X server didn't start it, it's a separate process, but it's
communicating with an alternate display (:1, usually) using X's built in
redirection.

Another approach would be to start Xvnc which should start up the
necessary services communicating through display :1, which then you
connect with on the windows side.

It's not all that difficult. But I've done little in this area, still is
pretty cool. I mean, people pay $$$ for PC anywhere too :)
