http://dag.wieers.com/ has pre-built Videolan packages for RH9 and
FC1/2.
As a rule of thumb, search the major repositories before trying to build
the software yourself:
Freshrpms (Matthias Saou):

ATrpms (Axel Thimm):

Dag Wieers:
http://dag.wieers.com/home-made/apt/packages.php
If you install yum and point it to the right repository, then it's just
a matter of running "yum install package-blah". Yes, even on RH9. Yes,
even through proxies.
