[svlug] Best Quality Analog Video Capture Card?

After reviewing the archives over at the video for linux list, it
seems that there isn't a hard and fast winner for best capture
card - but it *seems* that the cards using the Phillips SAA7130
are highly regarded.

I'm shopping for a card that will be in the spotlight, so to
speak, regarding capture quality.  I need to capture NTSC and PAL
(from composite or S-Video) - no tuner required.

I need full frame (D1 resolution) at full frame rate (25 or 30
fps) - 4:2:2 sampling is not required but would be a bonus.
4:2:0 is fine - the video will be MPEG-2 encoded for the most 
part anyway.  

What card can you guys recommend for the best quality capture of
analog input?
