There are some sources quoting the verb to blacklist and the noun
blacklist to date from 1619.

I think however that they have erred by mixing it up with s.1619

As far as I remember from my history lessons, blacklist dates from Salem
in 1692, the time of the witch hunters and witchcraft trials.

In those days to blacklist merely meant to place on a list a person who
had fallen under suspicion.
