I'm sort of surprised the distribution didn't do this, but I think 
generally some sort of sound group is created, given group ownership
of /dev/dsp, which is set to g+rwx. Users in this group should then
have access to the device.

You probably already have this set up somewhere, and just don't have
your current user in that sound group.
