[svlug] device permissions

I have some time on my hands so I thought I would try and figure out why 
sound doesn't work on my system.  I think everything is in place, but 
when trying to play sound as a normal user (i.e. during KDE startup), I 
get a permissions error on /dev/dsp.  What should the permissions be for 
a device file so a regular use can use it?

A similar problem -- I think:  I recently installed an scanner and sane. 
  I can run xsane as root, but not as a normal user.  I think this also 
is a permissions problem.

Ideas?
