Sorry, gotta go with Marc's side of things. The rules for posting things like 
job announcements are very light; they aren't meant to keep it from happening, 
only to make sure that certain guidelines are followed. It keeps headhunters 
from spamming the list. More importantly, it keeps a level field, so that no 
one feels like they are being discriminated against, or that others are being 
favored.

Reading the guidelines before posting is not an unreasonable requirement.
