I once transferred a domain from (old) joker, to (new) joker.  There's 
instructions there, but it pretty much means taking a form, printing it, 
signing it, and faxing it.  Not hard, and done over the weekend.

At their web site, login and there should be somewhere information on moving 
it over.  I -think- you don't need to involve Network Totalitarianism.

And just to mention, I've had plenty of good luck with joker.
