[svlug] Adding users in a NIS environment

I am trying to find a command that does basically the same thing that
useradd does, except I want it to write to different files than
/etc/passwd shadow group.  This is for use in a NIS environment in which
I don't want to create user accounts on the server, but I want to add
them to the files that are used to create the NIS maps. I'm just
learning about NIS and I didn't see anything regarding this on google.
