For Cisco routers you need three pins...  send, receive and ground.
The Cisco console port does not have anything else enabled, like RTS/CTS or
DCD.  (There AUX port has all the hardware flow control.)

As long as you can set 9600bps 8N1 no-flow-control using RS232 signaling, you
can talk to the Cisco console port.

So, unless that PDA Adapter cannot switch to those settings, then it should
work.
