I'm not sure myself, as I haven't had any problems with Gentoo 1.2 and 1.3a/b 
installations on four different machines. However, #gentoo on 
irc.openprojects.net has a very good signal-to-noise ratio, with actual 
developers on channel most of the time, and plenty of helpful early adopters.
