The problem is a lack of group morality, and specifically, a means
of enforcing and supporting the formation of such. Making the list
hand moderated would do it, should you trust the moderator(s).
Certainly its my preferred approach.

Implement a Wiki on SVLUG.org (recommend TWiki), and then pass an
URL to it in the welcome message and the list footer. One could
even configure mailman to ack every submitted post (this is a
supported config for mailman) with a message to the effect of, "Have
you checked the WIki/FAQ for your question?). Those that would be
most annoyed by this are the same few that don't use or yet know how
to use mail filtering tools.
