Based on the (full) traceroute, almost certainly not. It looks like
the problem is somewhere in Eurpoe. The PacBell problem was mostly
constrained to the SF Bay Area, and mainly to groups without adequate
redundant peering and (multihoming | geographically-diverse mirrors
and appropriate routing/load-balancing).
Though it may be curious to see USENIX/SAGE fall prey to this, it's
difficult for a non-profit to acquire and maintain the appropriate
failsafes (in a practical, process sense as well as a pure technical
one) on their budget and with their (on-the-books) resources.
