Erik:

Nope. I think that it's an Apache issue because:

1. The .js file was being downloaded but not logged. (If it weren't, the 
rollovers wouldn't complain about the missing images.)
2. The .js file hasn't been modified in 4 months.
3. The same error occurs when viewing the pages from inside the LAN and 
outside the LAN.
4. The same error occurs whether viewing the page using NN or IE.

FWIW: Apache has decided to begin logging the .js downloads again.

Bah humbug!
