I've wondered about situations like this.  Assuming you could find
someone to host you for the interim, wouldn't it be wise to set your
ttls to, say, 1 hour until the crisis is resolved?  It would present a
greater load on your DNS box, but it would make for a much swifter
transition to a new ip.  Of course, this is only possible because you
have advanced warning.
