[svlug] SVLUG meeting directions updated

Additional updates have been made to the SVLUG meeting directions based
on feedback I got today...
* Don Marti suggested taking the cycling safety tips and expanding it into
  a safety section with info also for drivers and pedestrians.  Don provided
  some advice and I added some more.
* Margaret Wendall suggested re-routing the recommendations from South SJ
  from using North First Street over to Zanker Road.  Good idea.  North First
  is getting more congested too.
