Regarding these rolling blackouts, it's my understanding that telephone
services are less likely to be taken down with the lights since telephones
are considered more essential.  True?

Someone on the list had mentioned that they _thought_ their DSL went down
with the lights.  Does DSL go down when there is a rolling blackout?  Does
it matter if you've got aDSL or sDSL?  -mike
