In most of my debian experience (about 5 installs), this has been the case,
however, in one case, the dist-upgrade failed mid-process leaving me with a
non-functioning Perl installation, which means apt-get stopped working. Ouch!

Anyway, the fact that apt-get works at all is amazing to me, so I don't mind
the occasional bug.
