One solution which I've seen done under Legato, is that the WS data
set is incrementally synced with a batching backup server, which
then runs legato against its local store.  In house devved scripts
do the WS->server incrementals etc periodically.

Its an election thing.  The default is that you suck and backup
centrally.  If the user does something else (emaing they have local
root), then they are responsible for the consequences, encluding
complying with any local backup policies.
