[svlug] Possible GPL v. 3 licence terms

GPLv2 requires that if you are going to distribute the
software.  If you are just going to USE it, you do not have to.

GPLv3 may require that you distribute your patches REGARDLESS of
whether it's for internal use or for distribution.

I support the GPL.  My argument was that including these new
clauses would WEAKEN the GPL overall.

I think that modifying GPL code for internal use - even if that
use involves operating services for a fee - is an acceptable
use.

I also think that it's a bit melodramatic and misleading to
characterize all users of the BSD-style licensed code as
'leaches".   So, all users of Apache are leaches?  Ouch.
