This would be a disaster if RMS added something like that.

For example, my home server allows people to access my personal web 
pages.  If the any of the tools I use (such as the web server) ends 
up under GPL3, then I'd need to provide source code on my home 
machine.

Suddenly OpenSource via GPL3 would have more shackles than most
commercial software.  Yeesh.
