He can still use Frontpage as his "editor" if you run Samba on the web
tree instead of adding the (dubious) Frontpage module to Apache. He just
has to "save to file" instead of "publish to server" (or whatever the
commands are called). Of course, this is only a good idea if his desktop
machine and the staging server are on the same LAN.
