inet is the address at your end of the PPP connection. P-t-P is the address
at the remote end.
As to IRC, I can only guess that your ISP is doing some sort of NAT that
overlays a different public address on the connection. Since 10.0.28.57 is a
private (non-routable) address, this seems like a good guess. You'dhave to
ask your ISP fot the details, though ... it's not a Linux matter as such.
