[svlug] $MAIL and location of new mail?

AS far as I remember the debug level of sendmail is not linear.
i.e. the info you want may be in debug level 48 only for example.
( not in -47 or 49- ) 
I believe this option is used like this 
if Y < debuglevel < X then print info

This range is not limited to 0-99 ...
