It's been a while since I used sendmail, I uses postfix now.  But here is
one of the things I do to debug sendmail.

Run this sendmail command and send us the output.

$ /usr/sbin/sendmail -bv -d9 user1
$ /usr/sbin/sendmail -bv -d9 user2

It will likely generate a lot of output so be ready to redirect it into a
file.
