The error mean exactly what it said.  You already have something running
that has port 139 opened.

It maybe possible that your samba startup script is somehow starting
one of the daemon twice.

Are you sure you used the correct form of lsof?  Here is one done on
my system:

# lsof -i tcp:139
COMMAND PID USER   FD   TYPE DEVICE SIZE NODE NAME
smbd    409 root    5u  inet    332       TCP *:netbios-ssn (LISTEN)

# netstat -ant|grep 139
tcp        0      0 0.0.0.0:139             0.0.0.0:*               LISTEN
