It's a compile-time option.  Debian offers you a choice of three
wmaker packages, wmaker, wmaker-gnome, and wmaker-kde.  (Note that
Debian still doesn't distribute KDE itself, as the license issues have
_not_ been resolved.)

I've seen that message when I try to start up gnome-session under
fvwm, but I've never seen it when running gnome apps.  So, I just
don't bother with gnome-session (or panel or gmc).

Last time I tried kpanel under fvwm, it refused to even start;
gnome-session merely whined a lot, but ran.

As a programmer, I find the KDE team's cavalier attitude towards
licensing issues to be incredibly offensive.  Even if I did use it, I
wouldn't admit it in public.  Fortunately, fvwm and wmaker are both
featureful enough that neither really needs all the extra crap of a
KDE or a Gnome.
