Others may not feel likewise, but I personally didn't get a clear sense 
of what your server's symptoms are, from the above description.  E.g.:

Saying your server is "bombing" can mean a variety of things.  One
suspects that the phrase "increasing intervals" actually is intended to
mean "shorter and shorter intervals", but that would still be rather
vague.  One suspects that "restart the Web server" means "execute
/etc/init.d/httpd start".  One suspects that "doesn't do it" means
"nonetheless, all httpd processes die mysteriously after X minutes".

But you don't really make that clear.

It's possible you mean something like the following:

I'm running Apache version [specify] on kernel version [specify],
with [describe anything special in Apache's configuration].  At
intervals of roughly every 6 hours, but not at any special time or
following any obvious pattern, I notice the site is not reachable,
and find that "ps" then shows no httpd processes running.  I've examined
the obvious logfiles in /var/log/apache [or wherever], but see no
obvious cause.  This has been going on for X days, and Apache appears to
be staying running for generally shorter periods, decreasing from Y
minutes the first time to Z minutes most recently.

The only significant change made to Apache right before all this started
happening was [describe, including any changes to invoked modules or
CGI scripts].

If you don't get a useful answer soon, you might take it from the top
(start over, asking your question completely afresh), along the lines of
the above example.
