It's not that simple, as .deb packages contain different and most
extensive dependency information.  (I'm not the person who should 
address this matter, in part because I remember the details only very
dimly, and am rather likely to screw up the explanation.)  

Donnie Barnes, when he spoke to SVLUG, mentioned the interesting
possiblity of both rpm and dpkg migrating to a shared XML database
format.
