Your need to encrypt transfers of publicly accessible data depends on
whether or not you're concerned with other people knowing what data you
are (or aren't) accessing.
Justice Thomas and Monica Lewinski's "transfers" of publicly available
videotapes and books were monitored and later publicly reported. This is
considered a breach of privacy by some. For a firm, specific interest
in particular stocks, bonds, census tracts, etc., may be sensitive
information.
