Yes. Linux make a good cheap Java development platform, and for low
traffic volume sites it's very good.

I've been using IBM Jikes JVM. It has native thread (as opposed to
green threads in Sun's JVM). Currently using Jikes JDK v1.3 and Tomcat
3.1 + Xerces/Xalan. Works great. Faster than Sun's 1.3JDK.

As for IDE, you can get IBM's free Visual Age IDE, avail for Linux.
It's at

http://www7.software.ibm.com/vad.nsf/Data/Document3793?OpenDocument&SubMast=1

Inprise (Borland) has a free developer version at

http://www.inprise.com/jbuilder/

Sun has the free Forte Community Edition at

http://www.sun.com/forte/ffj/ce/

Personally, I prefer JBuilder, but it is similar to editors. IDE choices
are highly personal as it depends on your coding habits and preferences.

Good luck.
