Hm, I'm not sure we have any really good documentation on this, it has
elements of black magick.

sources.list(5) is a must-read, as is dpkg-scanpackages(8). Basically,
you use dpkg-scanpackages to generate a Packages file. Depending on how
you invoke it, the sources.list entries can vary quite a bit.
