OK, if your trying to generate 1,000 hits / hr on a 386 w/ 16 MB.
There's no justification for what you say unless your really squeezed
for RAM or running a really popular website.  If that's the case, buy
the hardware and spare yourself the maintenance issues that go with
SSI.  I don't know of anyone who's used both that would insist on SSI
over PHP for the sake of resources.
