The author of the patch is expected to do any requisite testing.

After that, for development kernels, we are the testers, and no, there
are no formalised regression test suites or other engineering
processes.  Yes, there should be.  Linus does not make instituting
such structures easy.  BitKeeper is the first step on that road.
