I just tried to talk to myself. It works with the beep and as soon as type
"talk" in another shell I get connected between 2 xterms. I assume it
would be the same if I did it remotely. I tried it from a remote and that
works too. I believe all you want/need is a popup window. It's possible to
get the /etc/inetd.conf run another program instead of 
/usr/sbin/tcpd in.talkd and start xterm at the same time.


talk    dgram   udp     wait    root    /usr/sbin/tcpd  in.talkd

I guess you need to see who logged in when you hear a beep for talk then
talk to user with "talk user". Somebody probably wrote some Tcl script to
handle this nicely.
