Hmm.  I used to have an RFC proposal for a multiply rooted
internally competitive DNS system stashed somewhere.  It was
basically analagous to the current DNS design with distributed
quorum management and no controls on the TLD's other than who got
recognised first as the authoritiative root server first.  Inherent
in the whole thing was that anybody at any time could create and
promote their own new TLD which would then "work" as soon as they
established quorum with the self-nominated authoritative root
servers (digital signatures to the rescue).  Also inherent alas was
the fact that running a root server was comutationally expensive.

Perhaps I should unearth it again.
