Cheaper <> cost-effective.

Concluding the latter in this instance, would require, in my view, a 
rather purblind understanding of what constitutes "effectiveness".

You might possibly be among the many who have wilfully misread what I've 
said on that subject:  My point about LEDs solely concerned the diagnosis
of modems that do _not_ respond to poking with (e.g.) minicom.

The above appears to assume that they are less upgradeable than internals.
In fact, the opposite is often the case -- certainly so with U.S.
Robotics Couriers.

Good luck.  My sole reason for commenting initially was that your post
seemed to indicate a misapprehension that internals were your only option.
I never volunteered to do your market research for you.
