     That is indeed a good question!  There are jumpers which will delay
spinup till the computer asks for the drive to spin up.

     And... in the process, hold the drive.  Do you feel it buck a few
times in the process? That often indicates IC or motor problems, NOT head
problems, but sometimes even good drives have a little trouble starting
when temperatures are low. When the drive reaches operating speed, you
will hear a little click, and only then will the heads be free to move
about.  Till then, the heads are locked in place.  Heads are also very
light, and difficult to feel; the bucking is startup torque, not the
heads.

     If the drive does not reach operating speed, it will often shut down
and try again.

     Many drives will flash LED's with a diagnostic code.  The LED's are
often mounted on the PC board, and may not be visible unless you look, and
they are indicating.  Some of this may be available on the manufacturer's
web site.

     (I've... had my share of problems with drives.)
