Excuse me for asking the obvious question, but I've got to -- has the
drive in fact spun up?  (Do you hear it doing so?)

The standard things to check like termination also apply.  Perhaps
the CD-ROM you tried had terminators on it and the hard drive does
not, or the other way around.  Have you tried it with both installed,
and in both orders (host adapter -- cdrom -- disk, host adapter -- 
disk -- cdrom)?  I'm guessing it's probably not SCSI ID if you get
to the point where it sees the drive but can't spin it up.
