[svlug] KDE/Qt goes open source

So, the next major version of the Troll Tech Qt Free Edition 
library will now be under a open source software licence, the 
Qt Public Licence, a draft (v. 0.9) of which is available at

Let's see what those wacky Norwegians have done, now:

 o  Your changes must be distributed as patches.
 o  Your patch will be under a kind of X-style licence (very permssive).
 o  Your patch must have identifying info in it.
 o  Any programs you link to the lib must either be under a kind of
    X-style licence, the Perl Artistic Licence, or (any) GPL licence.
    (This means either static or dynamic linking.)
