[svlug] WWW hosting, for a good cause

A good person with a worthwhile cause has asked me for advice about hosting
for a (not yet announced) web site he's planning to put up soon.

Since I haven't yet attempted the whole business of professional web hosting
for myself, I'm wondering what I can recommend to him -- for prices, quality,
and reliability.  The site should be hosted on an open source platform, and
would probably receive a moderate amount of traffic all the time -- in other
words, neither high-end nor personal home page.

Suppose that the site is being set up by a Cal student (to give you an idea
of budget), but might be supported in part by a few outside contributions.
